refactor(filter): split 536-line content filter into orchestrator + rules

Browse Source 
Extract keyword data, domain blocklists, and rule evaluation into
Peptide_News_Content_Filter_Rules (195 lines). Main class retains
orchestration, LLM classification, and stats (234 lines). Backward-
compatible proxies preserved on Peptide_News_Content_Filter.
