ci: remove invalid continue-on-error from reusable workflow smoke job

Not valid on 'uses:' jobs — caused 0-job workflow failures. Theme prod
deploy already doesn't gate on smoke (needs: [validate, deploy-staging]).
Smoke remains informational.
