feat(content): Our Methodology page template + footer link (v2.1.6)

- Add page-our-methodology.php — two-column ToC template for /our-methodology/
  Mirrors page-how-we-review.php; CSS classes use page-our-methodology prefix
  #last-verified anchor is deep-link target for Phase 2 verdict-card lines
- Footer section 5: add Our Methodology link between How We Review + Editorial Standards
- Bump version to 2.1.6
