wp-phpunit ^6.0 requires PHP 8.0+ but our CI matrix includes PHP 7.4,
breaking composer install on every push. Tests only use Brain Monkey,
not wp-phpunit, so the dependency was dead weight.
Deploy workflow now uses PHP lint as its only gate. PHPCS and PHPUnit
stay in the separate ci.yml workflow where they belong.
