peptiderepo 550a382dfd ci: flip PHPCS gate to strict mode ...

Change continue-on-error from true to false for the PHPCS check.
Now that all 1,362 violations are fixed via phpcbf, PHPCS failures
will block CI. This prevents regression of style standards.
