Adds deploy-app.yml, a single workflow_call deploy pipeline (staging → smoke → prod + inventory guard + cache purge + health check) that every plugin/theme repo can call with just a target_path. Replaces six copy-pasted deploy.yml files — the drift between them is what broke every deploy in May. Rolling out repo-by-repo starting with a pilot. — CTO
