peptiderepo 6988a1fe7b fix(ci): move ignore_warnings_on_exit into phpcs.xml.dist to unblock pipeline ...

--runtime-set ignore_warnings_on_exit 1 in ci.yml was not taking effect;
pipeline has been failing on PHPCS warnings since run #76 despite all
violations being intentionally downgraded to <type>warning</type>.

Fix: add <config name="ignore_warnings_on_exit" value="1"/> directly
to .phpcs.xml.dist so it is applied at the ruleset level.
