peptiderepo-ops 7625779716 ci(gitea): add generated Gitea Actions pipeline 
Rendered by peptide-e2e/tools/gitea-pipeline/render.py from repos.json; calls
the shared composite actions in peptide-e2e. Production deploy is gated by the
PROD_DEPLOY_ENABLED org variable (cutover switch). .github/workflows unchanged.
