fix: exclude UnfinishedPrepare from phpcs.xml.dist (dynamic WHERE builder)

WordPress.DB.PreparedSQLPlaceholders.UnfinishedPrepare fires on the
dosing-repository builder-constructed WHERE clause where placeholders
are passed via spread but the SQL template uses {} not %s/%d.
PHPCS cannot statically verify the builder pattern; exclude at ruleset
level rather than relying on inline phpcs:ignore (which fires on the
wrong line number).
