fix: add patchwork.json to allow time() mocking in catalog tests

RunwareModelCatalogTest mocks time() via Patchwork/Brain\Monkey. Without
declaring it in redefinable-internals, Patchwork throws NotUserDefined
on every test in that suite (18 failures).
