fix: restore plugin header Version line clobbered in rebase conflict resolution

QA P1 from 2026-06-12-6ed639d verdict: the docblock Version field was replaced
by stray define() lines during the CTO rebase of this branch over v0.19.4,
leaving get_plugin_data() with no version. Header restored; the real constants
at the Plugin Constants block are untouched.
